ARTICLE III
Traffic Control Devices
Section 1:
It shall be unlawful for any person to disobey the direction of a traffic control
device except in response to the direction of a law enforcement officer.
Section 2:
It shall be unlawful for any person to intentionally remove, injure, obstruct,
deface, alter, or tamper with any traffic control device.
Section 3:
It shall be unlawful for any person to install any sign or device which may
resemble or be mistaken for an official traffic control device without prior approval of the

ARTICLE V
Parking Regulations
Section 1 – Banning Overnight Parking
It shall be unlawful to park in the designated parking spaces in South Royalton Village between the hours of 12:00 a.m. and 6:00 a.m. A violation of this section may result in the ticketing and or immediate towing of such vehicle in which case the operator of such vehicle shall be subject to the penalties as provided in Section 7 (c).
Section 2 – No Parking
It shall be unlawful for the operator of any motor vehicle to park such vehicle on the following designated streets and highways:
- On the easterly side of North Windsor Street, Class II TH#5, from the end of “Freck’s Block” to the C.V.R.R. Crossing;
- On the westerly side of North Windsor Street, Class II TH #5, from the end of Crawford Block to the C.V.R.R. Crossing;
- On the easterly side of TH #1 (South Windsor Street), from the intersection of Chelsea Street, TH #1 (South Windsor Street) and TH #13 (Oxbow Road), to the Sharon Town line;
- On the westerly side of TH #1 (South Windsor Street), from the intersection of TH #60 (Park Street), to the Sharon Town line;
- On the northerly side of TH #1 (Chelsea Street), from the Chelsea Street Bridge to the easterly side of so-called Flint House. (170 Chelsea St.);
- On the southerly side of the TH #1 (Chelsea Street), from the Chelsea Street Bridge to the setback by the Sargent House (169 Chelsea St.);
- On the southerly side of TH #60 (Park Street), from the intersection of TH #13 (Railroad Street), by the South Royalton House, to the intersection of TH #1 (South Windsor Street) by the LaWhite House (13 Park St.);
- On both sides of TH #58 (United Church Street);
- On the paved or main traveled portion of any town highway;
- On the westerly side of TH #94 (Acton Place) for the entire length; and
- On the easterly side of TH #94 (Acton Place) parking allowed in designated areas only (within the white line).
Section 3 – All Day Parking
Except as otherwise provided in Sections 1, 4, and 5 of this ordinance all-day parking shall be permitted around the perimeter of the Green.
All-day parking is allowed in the marked parking spaces on TH #13 (Railroad Street) and TH #63 (Alexander Place).
Section 4 – Two Hour Parking
It shall be unlawful for the operator of any motor vehicle to park such vehicle for longer than two hours, during the hours of 7:30 a.m. to 8:00 p.m. at the following locations:
- In front of the so-called Business Block on TH #1 (Chelsea Street) from the intersection of TH # 5 (North Windsor Street) to the intersection of TH #94 (Acton Place).
- On the southeasterly (South Royalton Village Green Side) of TH#1 (Chelsea Street) from the intersection of SA #1 (South Windsor Street) to the intersection of TH #13 (Oxbow Road/ Pleasant Street/ Railroad Street)
- On the northerly side of TH #1 (Chelsea Street), from the easterly side of the so-called Flint House (170 Chelsea St.) to the intersection of TH #5 (North Windsor Street)
- On the southerly side of TH #1 (Chelsea Street), from the setback by the Sargent House (169 Chelsea St.) to the intersection of TH #1 (South Windsor Street)
- On the westerly side of TH #5 (North Windsor Street), along the Crawford Block (192 Chelsea St.) to the intersection of TH #1 (Chelsea Street)
- Two parking spaces on the westerly side of SA#1 (South Windsor Street) beginning at the northerly parking space adjacent to the handicapped parking space located at the intersection of TH# 60 (Park Street)
- The first two parking spaces on the northerly side of TH# 60 (Park Street) beginning at the intersection of SA# 1 (South Windsor Street)
Section 5 – Other Restrictions
- (A) Parking on the easterly and westerly sides of TH #13 (Railroad Street), from the intersection of TH #60 (Park Street) and TH #13 (Railroad Street to the intersection of TH #61 (Safford Street) and TH #13 (Railroad Street), shall be restricted to parallel parking.
- Parking in front of the so-called “Business Block” (192 Chelsea St. - , in front of the southern end of the Crawford Block, located at the intersection of TH #1 (Chelsea Street) and TH #5 (North Windsor Street) shall be prohibited as marked.
- Parking spaces, as deemed necessary, shall be designated for use by handicapped persons.
Section 6 – Penalty
The penalties for the violation of any provision of this ordinance are as follows:
- A fine of not more than one hundred dollars ($100.00) for each violation shall be levied against the operator of any motor vehicle found in violation of this ordinance.
- Vehicles found to be in violation of this ordinance may be immobilized or towed as deemed necessary.

Chapter 019 : Parking; Police Courts
The select board of a town, the trustees of a village, or the board of aldermen of a city may enact ordinances authorizing the removal of motor vehicles parked without authorization on publicly or privately owned land and including, by illustration and not limitation, public, municipal, or private parking lots, drives, and ways. The owner of the motor vehicle may be required to pay reasonable towing and storage charges, as determined by the legislative body of the municipality, for which a lien may be imposed against the motor vehicle and its owner, or both, which may be in addition to any criminal penalty. Vermont Statutes Annotated. The owner of the motor vehicle shall be required to pay a towing charge in an amount not less than forty ($40.00) for such removal, plus storage charges. Such towing and storage charges shall be paid to the towing company. The Town of Royalton shall have a lien upon the motor vehicle so removed until such charges are paid in full, which lien shall be in addition to any other penalty imposed by this ordinance.
The penalties for such violations may be exempted for due cause.
Section 7 – Exceptions
In an emergency or on special occasions, the Select Board of the Town of Royalton may impose a parking ban on designated streets or may waive the prohibition of parking on a designated street for a period not to exceed one full calendar week (7 consecutive days). Property maintenance, service, and delivery vehicles shall be exempt from the conditions of this ordinance while performing services or making deliveries.
Section 8 – Appeals
Any operator or owner of a motor vehicle who is aggrieved by a penalty levied against said operator or owner of a motor vehicle under Article 5, Section 8, of this ordinance may appeal that penalty in writing to the Select Board of the Town of Royalton within five (5) days of the levying of said penalty. The Select Board shall hear said appeal at the next regularly scheduled board meeting and shall render a decision within five (5) days of said hearing.
